Job Title: Finance Manager

Job Description:

The role of the JA Africa Finance Manager is to provide oversight and supervise the management of all of the organization’s financial and material resources, including grant funding received by JA Africa and ensures compliance and accountability in the use of donor funds. He/she is involved in financial management from the opportunity development (budgeting) phase through the completion and submission of final reports. He/she will discharge his responsibilities in accordance with JA Africa Financial policies and seek technical advice from Finance and Operations Director.

  • Plans and prepares budgets in consultation with the Finance and Operations Director and technical teams as the basis for determining resource requirements for Program Implementation.
  • Assists the Grants and Programs Director and Finance and Operations Director in ensuring that Program Operations and implementation procedures are consistent with the organization’s grant conditions and Program Objectives.
  • Ensures the effective use of Financial Accounting systems for recording, analyzing, reporting, and presenting financial transactions and information incidental to the implementation of Program activities.
  • Ensures that Internal Control Procedures are strictly adhered to ensure the financial administration processes are sound and reliable.
  • Manages Program Income, budgets, and funds received for the Implementation of various programs at the Regional Office to ensure effective cash flow for all program activities.
  • Maintains adequate books of accounts to reflect all financial transactions relating to the organization’s program
  • Compiles and submits monthly and periodic financial reports as required by the Finance and Operations Director for decision-making and external reporting.
  • Ensures the timely submission of Financial Reports required by management for external reporting and decision-making.
  • Support the Finance and Operations Director in providing training and supervision to MN’s Finance Officers and Managers to develop and improve skills and knowledge of the organization’s financial policies and procedures, general financial administration, and accounting systems.
  • Performs periodic review or budget monitoring exercises and also provides advice to the Finance and Operations Director on expenditure/budget variances
  • Manages the procurement and maintenance of the organization’s supplies and equipment.  This involves solicitation of tender bids; negotiation with contractors and suppliers; supervision of delivery, set-up, maintenance and service of equipment; inventory and monitoring of
  • Prepare Bank Reconciliation statements for review by the Finance and Operations Director or others for inclusion in periodic Program reports.
  • Completes each month the computerized financial statement of all projects relating to JA Africa for review by the Director of Finance
  • Monitors funding and assists MNs with the preparation of financial reports to the Donors.
  • Review and consolidate donor financial reports for the Finance Director’s review.
  • Ensures the existence and effective implementation of internal control procedures; and
  • Liaises with external auditors during annual audits.
  • Prepares financial analysis/projections on the various aspects of the program showing cost-effectiveness.
  • Ensures that administrative support services are given to all levels of staff when needed.
  • Maintains Inventory of all material assets of the organization
  • Assists program management in planning and implementing sustainability initiatives for the organization.
  • Ensures that administrative support services are given to all levels of staff when needed.
  • Assists with necessary logistical support for visitors and missions to the program, as well as travel arrangements of the program staff.
  • Supervises the drivers, security officers, janitorial service staff, and other support staff.
  • Carries out all other duties as assigned by the Program Manager.

Other Duties

  • Prepare all payment vouchers and cheques while ensuring adequacy and accuracy of supporting documentation.
  • Ensure the accuracy of all invoices, payments, vouchers, and receipts together with their supporting documents and accurately enter into the accounting system as appropriate.
  • Coordinate approval and/or payment for all invoices, check requests, and other expenses related to JA Africa regional expenses
  • Prepare and file monthly statutory returns for JA Africa staff.
  • Scan all vouchers, contracts, and other financial documents as well as supporting documents regularly.
  • Maintain accurate financial and accounting files and transactions, both soft and hard copies.
  • Maintain a proper filing system for all financial and accounting documents.

  • Degree in Administration (Major in Accounting) from a recognized University and a professional qualification in CA or ACCA.
  • A minimum of five (5) years’ experience in project Finance management in a related environment (especially an NGO)
  • Multi-lingual skills in English and French are an advantage
  • Excellent knowledge of computer applications (MS Word, Excel, e-mail, internet)
  • Comprehensive knowledge of Ghanaian Tax Laws and foreign currency regulations

Technical Competences

  • Proven Computer proficiency – Microsoft Office & Accounting software.
  • Experience in General Cash and Funds Management 
  • Knowledge of International Accounting Principles, Standards GAAPS, and new practices.
  • A good knowledge of complex accounting records and finance administration procedures.
  •  A high sense of Diligence and numeracy
  • Practical experience in the use of different Accounting Software.
  • Ability to generate, organize, and present raw data into financial or other related information for planning.
  • Knowledge of current developments and trends in financial reporting.
  • Good communication skills.
